Rachael Roeownshend

Rachael Roe is a senior cultural infrastructure specialist at the Greater London Authority. As the Making Space for Culture Manager, she supports the delivery of cultural infrastructure and art in the public realm projects across London, working to ensure all Londoners have access to high-quality, fit-for-purpose cultural places and spaces.

With over two decades of experience in developing and implementing cultural policy in London, Rachael’s work combines research, strategic policymaking, and project delivery. She has played a key role in shaping important planning tools, research, and programmes, including the Mayor’s Cultural Infrastructure Plan, the Cultural Infrastructure Map, the Designing Space for Culture Toolkit, and the Securing Cultural Infrastructure and Workspace Practice Note.

In her current role, Rachael oversees a team responsible for cultural infrastructure and public art projects aligned with Mayoral priorities. These include initiatives such as East Bank, the Thames Estuary Production Corridor, the Creative Land Trust, the Fourth Plinth, ReStage, the proposed International Centre for Creative Industries, and the Space Register programme.
